Overview

With its ability to cruise, fish, dive, entertain and even overnight, it’s tempting to dub Regal’s 43 SAV the proverbial “jack of all trades,” but that would imply it’s also a master of none. On the contrary, I found this Sport-Activity Vessel one of the most well-thought-out, well-executed boats I’ve tested to date. From the intuitive flow of its layout to an abundance of features and design, Regal seems to have thought of nearly everything—and for everyone who comes aboard.

Interior and Accessories

Peruse the 43 from stern to bow, and the boat reveals itself in five distinct zones, each of which suits a specific task or desire. Start at the stern, and the immediate impression is of the ultimate sandbar boat. Large terrace doors to both port and starboard lower to add nearly 50 square feet to the aft cockpit, creating an airy platform at the water’s edge. Twin settees face each other forward and aft. Pull a cold one from ice boxes on either side of the former; one smartly doubles as an ice maker. A 43-inch flat-screen TV pivots out from underneath the hardtop. Watch the kids run and jump off the open wings, or take a stroll along an unencumbered swim platform to access the boarding ladder. It opens outboard, away from the boat’s trio of outboards. In a rarely seen yet practical nod, there’s even an adjacent storage locker for a stern anchor, keeping a Danforth readily at hand when setting up off the beach.

When it’s time for fishing, terrace doors pivot inward to complete its deep and secure aft cockpit. Each features a large dive door to access the dock or to pull in that big tuna. Two pressurized 30-gallon livewells await at the transom station. Twin 60-gallon fish boxes are beneath the floor to port and starboard. Rod holders are found across the transom as well as in gunwales, rocket launchers at each corner of the hardtop, and a polished wood rigging table that can be optioned adjacent to the forward settee. Outriggers can also be added for those seeking to troll.

Step deeper under the protection of the hardtop to—voilà!—a summer kitchen. Prep fillets on the cutting board over its deep sink, toss onto the pair of electric grills immediately adjacent, and the freshest-ever catch of the day is on its way to being plated. Twin ­pullout drawer refrigerators offer an abundance of cold storage below. In between, a trio of drawers stash the necessary extras. Overhead, a 16-inch Garmin display is flanked by a pair of wireless phone-charging cradles and speakers. Plush helm seats forward complete the ­picture, pivoting 180 degrees to provide comfortable seating while watching some mahi sizzle, catching up with the latest college game day, or keeping an eye on the trolling spread.

Turning to the helm, a pair of 22-inch ­Garmin touchscreen displays dominate the dash, each sporting a custom Regal interface with common task bar. A great example of how these screens could be configured was showcased during our test at day’s end—the eclectic onscreen mix including everything from navigation chart, engine data, and vessel controls to hullside camera and live college football game, courtesy of the optional KVH satellite dome on the roof. That same data can also be seen on the large aft screen, overhead monitor in the summer kitchen, and on Regal’s unique GarmRests—Garmin screens built into helm armrests that keep controls and ­monitoring a fingertip away.

Access the cabin via an electric door to the left of the helm. Highlights below include more than 6 feet of headroom and an abundance of natural light, courtesy of a large portside glass window forward and twin rectangular windows midcabin. Forward couches convert to a queen-size berth. Aft, two twin innerspring mattresses morph into a king with the use of a headboard filler cushion in the full-beam stateroom. The elegant head compartment adds a full-size toilet, glass sink bowl, and clear shower partition. Back topside, access the bow via a portside walk-through. Lounges wrap the perimeter, offering space for up to eight passengers. Pop in the pedestal table for food and drinks. Lower it, add a filler cushion, and turn the entire space into a sun pad.

Engines

Regal’s deep-V OceanTrac 2 hull delivered a smooth, confident ride in the 2- to 3-foot seas we encountered on our test day. Credit not only design, but also construction. Hull and stringers are vacuum-infused together. Carbon fiber is added to key areas for additional strength. As to performance, our test boat neared 53 mph with its trio of 450 hp ­Yamaha XTO V-8s. Optional power ­configurations extend as high as 1,800 hp.

An interesting competitor is found in Scout’s 42-foot-4-inch 42 LXF ($1,341,804 with quad Mercury 350 Verados). A more ­traditional center-console, it offers similar multiuse versatility, with its own summer kitchen, single-berth cabin with well-appointed head and shower, and impressive array of tech. If you’re looking to rock the sandbar, however, its singular portside “beach platform” is more like a small dock. Lower the ­Regal’s massive twin terrace doors, and you’ve got your own floating island.

Regal’s LX36 is an inviting dayboat with all the amenities for a family or friends to enjoy a comfortable, fun day on the water. Start your tour at the bow, where a trio of seats invite gathering around an optional cockpit table. Add the portside filler and really stretch out. A roomy quarter berth waits inconspicuously behind the starboard seat. The washable space is perfect for storage, with wall-mounted tie-downs for items like beach chairs. Equip the air-conditioned space with an optional mattress and it’s ready for tired-out kiddies who need a break from the sun and fun.

The main cockpit is accessed via a sliding walk-through windshield and covered with a hardtop featuring an electric sunroof. Close up for shade or weather, or open to let the sun shine in. The helm is highlighted by an adjustable doublewide seat and twin 16-inch Garmin multifunction displays. Keep tabs on vitals, navigation, or even catch the game on satellite TV. Opposite, an oversize head compartment is equipped with a standard electric marine toilet. Directly behind, the cockpit wet bar includes a sink, refrigerator and optional electric grill. There’s dedicated storage for a slide-out Yeti cooler below and a drop-down television overhead.

Moving aft, find opposing L-shaped seating in the cockpit, each with an individual table. Underseat storage is complemented by a large in-floor compartment, and a macerated fish box behind that doubles as a cooler. Atop the engine hatch is comfortable seating with a three-position backrest to face forward, aft or recline. Pop-up rumble seats are perfect to keep an eye on the kids swimming. Transom speakers supply the tunes. An optional power shade extends from the hardtop.

Underway, twin Mercury Verado 400s pushed the hull onto plane in 8.4 seconds, reached 30 mph in 12 flat, and peaked just over 50 mph. The hull displayed nimble handling, carving nicely without fear of blowing out the prop and holding its line in varying conditions. The hull stays on plane as low as 16 mph. The most economical cruising speed proved a brisk 31.3 mph, where the Verados burned a combined 15.4 gph.

Boating’s Tech Team of editors tested some 120 boats during 2024. Represented were boats from many categories, powered by all kinds of engines and motors. From this pool of boats, and after careful deliberation, we selected the top boats that impressed us most to develop this list.

It’s important that you know how we assess boats. First, the boat must be safe, as well as designed and built with industry best practices. We rely on the standards set by the American Boat and Yacht Council (ABYC) for this, as well as other published and respected sources.

Secondly, we judge boats by their category peers. There’s little value in comparing a watersports boat to a fishing boat, for example. Also note that all categories of boats are not represented. This doesn’t mean that boats in other categories not shown here were in some way inferior. It simply means that no boats that we tested from other categories stood out in those categories as much as did these category winners.

Dayboat—Large: Regal 38 Surf

This boat, powered by the new Volvo Penta Twin Forward Drives, rates as the world’s largest wakesurf boat. Beyond that accolade, Regal built in tremendous versatility, delivering a boat that can entertain, overnight and even fish, all while providing surfing thrills safely. That the boat is finished beautifully, and loaded with thoughtful details, further solidifies its stature and status.

Fishing—Large: NorthCoast 415HT

In a world where center-console fishing boats have come to rule the roost, NorthCoast debuts a cabin model to give CC buyers second thoughts. It delivers all the fishability an avid angler can use, plus a luxurious interior for when the boat is used as a cruiser, or simply for fisherman who don’t mind a comfortable place to get out of the heat, the cold or the wind enroute to the grounds. Outboard-powered, and with its deep-V hull, it will run faster, smoother, quieter and less smoky than the sedan fishing boats of the past.

Performance: Checkmate Pulsare 2400 BRX

Time was when boat buyers could choose from many new performance boats. With the Pulsare 2400 BRX, Checkmate gives boaters seeking such a boat an alternative to used boats—with the versatility of a bowrider. Running on V-bottom with a pad, and with a Mercury Racing motor set back on a jackplate, this boat really goes. It can be powered as a 65-mph run- about or, with the Mercury Racing 500R, for 90-plus- mph thrills. Inside, plush upholstery, a new digital dash, and other upgrades ensure user-friendly speed and comfort.

Watersports: KYMA K7 Supercharged

V-drive inboards do a great job, so why bother with water-jet power in this specialized category? We didn’t honor Kyma for simply being different.

The 6.2L 575 Indmar jet gives this boat shallower draft, better slow speed handling than a V-drive, and its wakesurf waves rank on par with those produced by V-drive boats, thanks to the innovative use of the Seakeeper Ride stability system.

Fishing—Small: Sailfish 232 Center Console

Usually, more expensive boats get honored with Boat of the Year awards: Expensive boats generally see more money applied to them for the R and D that creates innovation. Of course, there’s plenty to be said for a boat that delivers more bang for the buck than its competitors, even at a moderate price.. The Sailfish 232 Center Console’s ride and standard equipment are equivalent to boats costing more. It is a true “great buy.” A nice detail is the front-entry head, and there are enough seats and drink holders to allow this fishboat to serve as a runabout and retain great fishability.

This is one of the most versatile boats we’ve tested. It’s ready to fish, dive, day boat, or cruise. It makes it ideal for bringing out the entire family or a large group of friends and enjoying a wide variety of activities. Step aboard the Regal 43 SAV with us.

When they’re up, you have a nice deep cockpit, that can run offshore, and when you lay them down they add 50 square feet, making it ideal for the sand bar. Our test boat was powered by triple 450 horsepower Yamaha XTO offshore V8 outboards that delivered 53-mile-an-hour speeds. This boat was built with high-tech construction methods, and carbon fiber throughout the boat.

Engines

The magic in much of the 38 Surf stems from the integration of twin Volvo Penta ­forward drives. Working closely with Volvo Penta, Regal designed the 38 Surf to make it easy to use. In surf mode, the drives work in tandem to offset each other and create a wave on either side of the 38 Surf. Simply push a button, and this boat is ready for endless-wave fun without having to worry about ever adjusting ballast tanks (there aren’t any) or micro-plate-position shifting. By adjusting the trim of the drive units, the shape and size of the wave can be customized to suit different riding styles and preferences. The pictures tell the story: This boat creates great waves. A rear-facing camera in the 38 Surf’s hardtop gives the captain a view of the action on the helm display, so monitoring when a rider falls is easy. (Still assign a spotter though!) Just note, because the 38 Surf is so much bigger than other surf boats, its waves are longer, and a normal-length wakesurf rope often isn’t long enough. ­Lengthening your rope will make it easier for riders to get into the pocket of the wave.

Interior and Accessories

With its center-helm design, the 38 Surf features steps leading to the bow area on the starboard side. Eliminating a true center-console’s walk-through on that side makes for more cabin space below. Here we found a well-appointed air-conditioned cabin with a full head and walk-in shower. Both the forward and midberth areas quickly convert from settees into a queen-size berths, providing comfortable room for four adults. There’s a skylight, and the trim and finishes are top-notch, making this Regal a more-than-comfortable overnight-capable vessel.

Back up at the helm, the captain is treated to dual 22-inch Volvo Watersport Garmin displays. Every system is controlled from here, including the wakesurfing functions, thanks to Volvo Penta’s integrated software. Dual throttles and joystick piloting, bow thruster, trim-tab controls and a wireless phone cradle round out the dash. Helm seating takes the form of four-across captain’s chairs. This proved comfortable, and the two outside seats swivel 180 degrees to allow viewing the on-water action. Plus, all four seatbacks fold down, turning the area into extra tabletop serving space.

Aft of the helm, you’ll find the aptly dubbed “­refreshment island,” complete with all the amenities to keep everybody on board well-fed and entertained. Above the sink and grill is a separate MFD, giving the grill ­master control of nearly any system, including ­audio, lighting, the powered lounge and swim ­platform, and more.

For even more lounging and entertainment, head aft. Unlike an outboard-powered boat, Volvo Penta’s forward drive allows for a wide-open transom to swim, fish or do anything else. The large lounge bench can face forward, face aft, and convert to a sun pad. Plus, with the push of a button, it slides out over the swim platform to extend cockpit space. Can you say dance party?

Speaking of party, the lounge is also equipped with four optional JL Audio ­speakers and two JL Audio “wake subs,” which bring up the entertainment factor of the 38 Surf’s transom even more. Need shade? A PowerShade is integrated into the hardtop. And those who like to fish can opt for ­Regal’s unique rocket launchers, which also ­feature tow points for the wakesurf rope. Dual dive doors make boarding the 38 Surf easy, and ­giant insulated storage lockers to both the port and starboard add to the versatility. These can be used for general storage or as coolers.

Captaining the 38 Surf isn’t just ­comfortable, but it’s also a lot of fun. It rides solid and handles responsively, with plenty of power. Even for captains accustomed to much-smaller wakesurf-specific V-drives, the 38 Surf is nimble in tighter spaces thanks to joystick control of the forward-drive units and the independent bow thruster. Sightlines are clear through the large windshield, and the added sunroof in the hardtop is a nice touch. 

You can’t really comparison-shop ­Regal’s 38 Surf. There isn’t anything like it on the market. Aviara’s AV28S ($298,625 with a single 430 hp MerCruiser Bravo 4S) offers ­luxury, performance and wakesurfing, but that single-engine boat won’t fish or handle overnights, and it’s 10 feet shorter. Or you might consider a center-console, such as ­Formula’s 387 Sport  ($1.22 million with ­triple 300 Mercury outboards), which can fish, entertain a crowd in luxury, and weekend a couple in comfort. But it won’t wakesurf.

If I had to choose one word to describe the 38 Surf, it might be “unbelievable,” because if you look at all the capabilities on paper, it seems hard to believe. So, “versatile” seems to be the most apt descriptor, because this special boat is just that. You can cruise on it, fish on it, entertain on it, wakesurf behind it and, when the day is done, sleep on it. For ­big-water boaters who want to easily and comfortably do all those things, the 38 Surf is a must-see.

For most of us, spending time enjoying watersports on your family boat is a rite of passage. Most boaters at some point enjoy skiing, wakeboarding, tubing or even surfing behind the transom. Thankfully, you can enjoy these sports behind boats that aren’t specific to the task. In the last few decades, multipurpose family boats have come a long way in the towing game with multiple features that enhance watersports, such as solid tow pylons, wakeboard towers, GPS speedometers, speed control, ballast for wakeboarding and wakesurfing, ­specialized ­sterndrives, and wake-shaping devices for wakesurfing. The sterns are designed with swim platforms for ease of putting on skis or a board and making it convenient to get in and out of the water.

These features are in boats with various ­propulsion types, including outboard, jet, sterndrives, and forward-facing sterndrives that place the propeller on the front of the lower unit so you can wakesurf behind a family boat with greater safety.

Here are six great family-oriented tow boats for 2023.

Regal LS2 Surf 

The Regal LS2 Surf combines runabout performance and features with tow-sports versatility. The LS2 Surf is based on the LS2 ($95,755 with a conventional 280 hp DP drive). It features a Volvo Penta Forward Drive, which is safer for wakesurfing and great for tubing, wakeboarding, water-skiing, kneeboarding and barefoot water-skiing.

Regal includes a variety of features to enhance the tow-sports experience. The helm features two 7-inch touchscreen displays that provide information such as GPS speed and water depth. The driver can set the acceleration, desired speed and wake ­characteristics for each individual rider. Steering and ­throttle movement prove smooth and easy, providing a better tow-sports experience for the driver and the person in tow.

For wakeboarding and wakesurfing, the LS2 allows up to 1,800 pounds of ballast, strategically positioned below the deck, with two ballast bladders located at the stern and one amidships. This allows the hull to ride deeper to create a bigger wake. Surf plates mounted at the transom adjust electronically from the helm to shape the perfect surf wave.

The higher tow point of the LS2 wakeboard tower gives boarders more air time but makes starting on a ski or board easier for beginners. A second tow point with a pop-up pylon at the stern will work well for towing tubers.

Because the engine is located below the deck, passengers have easy access to the swim platform and the water. The soft synthetic material on the platform is ideal ­because it keeps the bottom of a board or a ski from scratching while offering a comfortable, secure ­surface for wet feet.

Add a tow-sports mirror and you have an excellent boat for wakesurfing and other various tow sports.

The Four Winns H2 OB accommodates tubing, water-skiing, wakeboarding, kneeboarding and barefoot water-skiing. If you want to wakesurf, Four Winns also offers the H2 Surf model with a ballast system,  powered by a Volvo Penta Forward Drive (starting at $121,130).

Four Winns provides options for the tow point, including a removable ­pylon that raises the towline above the outboard. Two wakeboard tower options are also offered. The base tower folds by gas ­assist, and the upgrade folds electronically.

The backrest of the port helm seat adjusts to face aft for the designated tow-sports spotter. Many outboard swim platforms offer limited use. However, Four Winns cleverly designed a swim platform that extends farther aft to provide plenty of space to put on a ski or a board. The swim platform offers an optional synthetic material on the platform, also ideal for putting on your ski or board.

Power comes from either a Mercury outboard from 200 to 250 hp or a Yamaha from 150 to 200 hp for ample acceleration and top-end speed. Trimmed down, it creates a small, smooth wake ideal for ­slalom-skiing and barefoot water-skiing. The H2 OB comes with fly-by-wire throttle and ­hydraulic steering to make throttle and steering smooth and easy for the driver. These features help the driver provide a smoother, consistent pull for the skier or rider behind the boat. The dash sports a touchscreen that provides information such as GPS speed and water depth. To design a perfect outboard-powered tow-sports boat, just add an ­aftermarket mirror to give the driver visual awareness of the person in tow.

Chaparral 23 SSi

Powered with either a Volvo Penta or a MerCruiser sterndrive, this 23-foot boat includes a variety of tow-sports features as standard or optional. Chaparral includes a tow eye mounted on the transom, with an optional wakeboard tower with a swivel tow point. The swivel tow point helps keep the line from fraying. Board racks are available for the tower also.

Sterndrive power allows for a spacious swim platform on the 23 SSi; however, Chaparral smartly includes an add-on section to extend the swim platform aft by an additional 25 inches as an option. An ­optional synthetic surface along with the ample space make putting on a wakeboard or a ski easy.

The helm features a touchscreen that provides GPS, water depth and other features. The digital throttle control and optional power steering both enhance the tow-sports driving experience for the driver and the person in tow.

Chaparral also offers the 23 Surf, which features a Volvo Penta or a MerCruiser forward-facing sterndrive ($93,895 nationally advertised price). The Malibu Surf Gate system is a paddlelike device located at the transom of the 23 Surf that converts the wake into a wave for wakesurfing by redirecting water flow past the stern of the boat. The Surf Gate is controlled electronically from the helm, allowing the surfer to transfer from one side of the wake to the other without stopping the boat.

The 23 Surf also features a ballast bladder that stows in the midship ski locker to increase the size of the wake for wakeboarding and wakesurfing.

The 23 SSi and the 23 Surf are perfect choices for those who want more from their boat than just cruising.

The 2023 Yamaha 222XD is ideal for families who love the handling characteristics of a sport jet boat but also want to have fun behind the boat. Yamaha designed the 222XD with multiple tow-sports features, including a wakeboard tower with board racks. The solid, raised tow point makes starts on a ski or a wakeboard easier and allows wakeboard riders to get more air time.

For the wakeboarder and surfer, Yamaha includes ballast bladders in belowdecks storage compartments to increase the size of the wake. The Wakebooster is a Yamaha feature that attaches quickly and easily to the transom of the boat to redirect the flow of water past the stern of the boat to convert the wake into a wave for wakesurfers.

Yamaha features a synthetic deck surface that covers the swim platform. This provides added traction when walking with wet feet, and the soft surface protects the bottom of the board or ski from scratches when putting on bindings. The swim platform rides low to the water, making getting in and out easier.

The 222XD includes multiple high-end features to enhance driving for tow sports. The boat boasts a wide-angle PTM mirror on the windshield, giving the driver improved visual awareness around the boat.

The 12.3-inch Connext touchscreen offers a menu of critical information, such as water depth and GPS speed. With a touch of the Connext screen, the driver can program acceleration, target speed and wake shape to accommodate various levels of rider or surfer experience. These settings can be saved for each individual.

The 222XD features fly-by-wire throttle for easy shifting, ensuring the person in tow a smooth pull-out when starting. Steering is designed to be easy and precise. Controls on the steering wheel allow the driver to maneuver the boat at slow speeds without relying on the throttle.

The Scout 195 Sport Dorado is ideal for ­towing tubers, water-skiers, wakeboarders and barefoot water-skiers. The smaller size (19 1/2 feet in length) makes it maneuverable when pulling someone up or getting back to a fallen skier or rider. A swim step on the portside transom eases getting in and out of the water, and the co-pilot seat swivels aft to ensure a seat for spotting.

Known for quality design and construction, Scout doesn’t skimp on the Sport D­orado’s powder-coated tow point. As an option, it features a sturdy ski tow that arches over the outboard and attaches to the transom and deck at four points.

The 195 comes standard with a Yamaha 115 hp outboard, with an optional 150 hp offered ($54,121). However, the extra power of the 150 hp outboard makes sense for tow-sports use, especially to provide better acceleration for adults getting up on a slalom ski.

Fly-by-wire throttle and hydraulic steering provide a smooth experience for the driver and person in tow. The 195 Sport ­Dorado is equipped with a 9-inch Garmin display showing GPS speed and water depth, important information for the tow-sports captain.

The moderate 19-degree deadrise, combined with trimming the outboard down, results in a small, easy-to-cross wake for slalom-skiers and barefooters. Just add an aftermarket tow-sports mirror to have a fun family tow-sports boat.

Where required, simply add an aftermarket tow-sports mirror specifically designed for pontoons and you have an awesome tow-sports machine.

At 29 feet length overall, the LS9 Surf is the largest model in Regal’s Surf series of watersports boats. Its displacement, a Yacht Certified passenger rating, and a 2,500-pound water ballast system alone virtually guarantee a sizable wave. Trim up the LS9 Surf’s Volvo Penta Forward Drive and you’ll mimic an additional 1,100 pounds of wave-making ballast. Switch that swell side to side using twin Surf Tabs installed at the transom. These also double as your trim tabs. Those latter two features also improve the everyday ride, with trim increasing top-end speed or compensating for load or conditions and Surf Tabs doubling as traditional trim tabs.

Surf variables are easily dialed in via Volvo Penta’s Water Sport Control integrated into the boat’s dual 12-inch-display Glass Dash. Tap icons to adjust speed, ballast and tabs, then save settings in individual rider presets. The Glass Dash is also where you can monitor all boat and engine vitals and, thanks to digital switching, activate everything from the RGB lighting to lowering the Power Hardtop, eliminating physical switches cluttering the dash.

Regal limits the interior bulk of the port and starboard sides to create one of the widest cockpits in this size range. Social-oriented helm and passenger backrests flip forward when it’s time to join in on cockpit conversation. Port and starboard couches flow into the Ultra Lounge, with backrests that likewise reposition for either cockpit or swim-platform focus. The mirror-image seating and center transom walk-over maintain access from bow to stern while naturally balancing the load. The near 3-foot-deep swim platform sits at water level, making it easy to get in and out of the boat.

When not cranking out waves, the LS9 Surf proves one sporty bowrider. Forward Drive not only repositions propellers to the front of the drive for safety, but it also shifts the pivot point of the hull, making the boat feel like it responds directly below the driver. The FasTrac hull also generates more speed with less horsepower and increases fuel efficiency. We burned 12 gph at 28 mph and averaged a top speed of 46.5 mph (with a one-way top speed of 47.5 mph).
